Meeting of the Church Congress in St. Andrew's Hall, Norwich, 1865. '...the first meeting for discussion took place in St. Andrew's Hall, under the presidency of the Bishop of Norwich...In opening the Congress in St. Andrew's Hall, [Right Rev. and Hon. John Thomas Pelham, D.D.] merely observed that the success of the meeting would be ensured by the observance of four conditions - first, that it should be comprehensive and contain within itself a fair representation of all the various schools of thought in the Church of England; secondly, that there should be a selection of subjects, not only important in themselves, but of present interest to the public mind of the Church; thirdly, that there should be a choice of right and proper persons to deal with those subjects; and, lastly, and most important of all, that the discussion of them should be conducted in a right temper. He seems to have done his best, throughout the proceedings of the Tuesday, Wednesday, and Thursday, while the deliberations of the Congress went on, to secure the last condition; and, at the conclusion of its business, he received the usual vote of thanks'.
